For the border, I use Photoshop. Under Image, go to Canvas size, then change the numbers to pixels. Make the border any pixel size you want by adding pixels to the dimensions. Before doing this, I usually use the eye dropper tool to sample a color in the picture and that becomes the foreground color. At the bottom of the canvas size dialogue box, you can choose to make the border any color you want by choosing white, grey, black, foreground, background or other from a dropdown menu.
